This is very dry! I think we need to sell this! Here's an attempt:

The Haskell Foundation is looking to entirely rework how it sets and funds its techincal agenda. To that end, we are looking for keen volunteers to sit on the Technical Leadership Committee.

The Technical Leadership Committee (TLC) is different to the previous Technical Working Group (TWG). Notably:

• The TLC is expected to display leadership, that is, to actively shape a positive vision for the development of Haskell and to help bring that into existence.
• The TLC is expected to move quickly. It is also a much smaller committee, which we hope will lead to much faster decision-making.
• The TLC has significantly more power. The TLC has a much lower bar than the TWG for spending money, and the board is keen to see a more agile and exploratory approach.

It is of course expected that the members take this seriously and ensure that the money is spent well and that projects are successful. The TLC is accountable to the Foundation Board, and will have a permanent Board observer.
