fix(gh-aw): pin pr-iteration-loop to Python 3.12 - #2607

The agent job's pre-agent install ran on the runner default Python 3.14, which pyproject's requires-python (<3.13) rejects. Pin via runtimes.python.version and recompile with gh-aw v0.88.7. Closes #2606
