feat(rmi): lift SelectedRoute custom routeAttributes limit to 25 pairs

Summary

This PR updates the maximum allowable number of custom metadata key-value pairs (route_attributes / routeAttributes) on SelectedRoute resources from 10 to 25 (len($) <= 25), aligning client libraries, skills, schemas, and documentation with the latest Google Maps Platform Roads Selection API specification.

Key Changes

• Roads Selection API Client SDKs (roads_management_insights/rmi_cli_tools/clients/):

  • roadsselection_v1.py: Updated validate_route_attributes() to enforce boundary check len(attributes) > 25 (raised from 10) and updated method docstrings.
  • roadsselection_v1.ts: Updated validateRouteAttributes() to enforce keys.length > 25 and updated SelectedRoute / CreateRouteInput interface docstrings.
  • roadsselection_v1_helpers.sh: Updated roadsselection_v1_selectedroute_validate() bash validator check [[ "$attr_count" -gt 25 ]] and helper function docstrings.

• RMI Curated Agentic Skills Suite (roads_management_insights/.agents/skills/):

  • api-roadsselection: Updated SKILL.md constraints table, Discovery Document generated_road_selection_v1.json (routeAttributes description), client SDK copies, and documentation examples (01_update_selected_route_patch.md, 04_route_attributes_management.md).
  • rmi-routesetting: Updated SKILL.md constraints table (map<string, string> (Max 25 pairs)).
  • rmi-data-foundation-bigquery: Updated routes_status.json table schema column description for route_attributes to reflect the 25-pair ceiling.
  • .bundle-manifest.json: Updated bundle publishing timestamp.

Verification

• Full test suite verified in development monorepo across all 3 tiers:
  • Layer 1 Unit Tests: passed.
  • Layer 2 Integration Tests: 45/45 examples passed.
  • Layer 3 Agentic Evaluations: 12/12 cases passed.
• Downstream SQL and analytical skills confirmed safe with zero schema breaking changes.
