feat(rmi): synchronize SQL query catalog, sample notebooks, and CLI tools with latest best practices

Overview

This PR synchronizes the roads_management_insights/ sample directory with the latest Google Maps Platform, Google Cloud BigQuery, and Roads Management Insights (RMI) best practices.

Key Changes

1. SQL Sample Query Library (rmi_sample_queries/queries/):

   • Synchronized verified, production-ready SQL queries across all 6 analytical personas (bigquery_admin/, data_engineer/, data_scientist/, rmi_planner/, traffic_operations_manager/, urban_planner/).
   • Standardized on canonical column naming (selected_route_id, record_time) and parameterized linked dataset placeholders (LINKED_DATASET_NAME).
   • Enforced partition pruning best practices on record_time for BigQuery cost optimization.
   • Streamlined queries/README.md into a clean, standalone developer guide.

2. Interactive Jupyter Notebooks (rmi_sample_queries/notebooks/):

   • Synchronized the 6 persona notebooks with clean JSON structures and parameter configurations.
   • Updated all Colab, Vertex AI, BigQuery Studio, and GitHub badges/links to target canonical googlemaps-samples/insights-samples paths.

3. CLI Tools & Scripting Best Practices (rmi_cli_tools/, route_registration_from_csv/, .agents/skills/):

   • Verified X-Goog-User-Project: ${project_id} quota billing headers across REST API utilities.
   • Added set -euo pipefail strict error handling to shell helper scripts.
   • Documented routingPreference: "TRAFFIC_UNAWARE" baseline geometry guidance for route registration.

Verification & Compliance

• Evaluated against the 8-dimension RMI content review rubric (rmi-github-content-reviewer), achieving a 100/100 (Grade A) compliance score with zero findings across all subdirectories.
