feat(rmi): add api-geminidataanalytics and rmi-dataagent-helper to agentic skills suite

Summary

This PR expands the Roads Management Insights (RMI) Agentic Skills Suite (.agents/skills/) from 13 to 15 curated skills by introducing api-geminidataanalytics (GA v1) and rmi-dataagent-helper.

📦 Key Additions & Updates

1. api-geminidataanalytics (GA v1):

   • Client scripts (scripts/geminidataanalytics_v1.sh) providing full coverage for Gemini Data Analytics API v1 GA endpoints.
   • Support for conversational chat, conversation sessions, synchronous/asynchronous BigQuery Data Agent CRUD (createSync, patch, delete), and LRO polling.
   • Grounded API Discovery Documents (v1, v1beta, v1alpha).

2. rmi-dataagent-helper:

   • Automated multi-persona provisioner (scripts/provision_data_agent.sh) for all 6 RMI personas:
     • Traffic Operations Manager (tom)
     • Urban Planner (up)
     • BigQuery Admin (bqa)
     • Data Engineer (de)
     • Data Scientist (ds)
     • RMI Planner (rmip)
   • High-fidelity persona asset templates (assets/*_agent_expert.json) enriched with 100% of all 36 golden SQL queries from rmi-sql (tom1-6, up1-5, bqa0-6, de1-7, ds1-7, rmip1-4).
   • Datasource table references configured across all 3 core RMI tables (recent_roads_data, historical_travel_time, routes_status).
   • Grounding glossary terms and system instructions tailored for zero-hallucination BigQuery analysis.

3. Curated Bundle Manifest & Architecture Visualizations:

   • Updated .bundle-manifest.json and README.md to reflect the 15-skill bundle.
   • Regenerated Mermaid dependency graph and rendered PNG architectural diagram (diagrams/rmi-core_dependency_graph.png).
