Native publication could not durably install prepared metadata or initialize a controlled deployment from the current integration branch. This change brings in the complete metadata payload, prepare and page records, transactional installation and recovery, and the maintenance initialization command. Canonical full-delivery capabilities remain available.
The integration preserves the latest publication certificate rejection checks, projection observation sink, metadata request optimizations, fixed-content HTTP tests, and upstream view API. It combines the original metadata installation and initialization tests with the newer tests and registers both metadata and view migrations.
Validation: nightly formatting, locked offline Cargo metadata and diff checks passed, with independent source review. Native build, Clippy and tests have not been run for this combined head. Merge is requested under the instruction to finish the existing stack without waiting for CI; no new performance measurement is claimed.
