Part of the standardize-readme-and-contributing change. Companion to the merged README change (#3418).

What

Applies the revised heading convention to CONTRIBUTING.md: the # title stays plain, and every ##/###/#### heading carries one leading emoji.

### 🚀 Getting Started
### 🛠️ Tests
#### 🧪 Visual regression tests
### 🎨 Code Style & Conventions
### 🐛 How to Report Bugs or Request Features
### 🚢 Releases
#### 🔐 Release automation permissions
### 🖌️ Design Guidelines
### 🧭 Project Philosophy
#### 🔌 Multi-forge support
#### 🚫 Things we won't do

Notes

  • Heading lines only. The #-prefixed shell comments inside the fenced code blocks (# Run lint, format, and type checks, etc.) are code comments, not headings, and are untouched.
  • 🛠️ Tests and 🚀 Getting Started are shared vocabulary; the rest are one-off choices for this guide.

Applies the revised heading convention to CONTRIBUTING.md: `#` stays plain, `##` and below carry one emoji.
