Updates repository ownership rules by modifying the root CODEOWNERS file so that general review routing and CodeQL-related ownership can be assigned to different GitHub teams.
Changes:
- Replaces the existing catch-all ownership rule with a new default owner team.
- Adds a second rule intended to assign ownership for CodeQL-related content to a different team.
