ci: Check formatting with oxfmt in lint - #1547

The pre-commit hook was the only place oxfmt ran, so commits that skipped it landed unformatted and the next contributor to touch those files inherited the churn. OpenSpec-generated agent files are ignored because `openspec update` rewrites them. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

oxfmt only ran in the pre-commit hook, so commits that skipped it (bot and web commits) landed unformatted. That means the next PR to touch those files picks up unrelated formatting churn.
This adds
oxfmt --checktopnpm run lint, which CI already runs, and formats the existing files in a separate commit so the check starts clean.
