Pinned iOS versions missing on macos-15
High Severity
The switch to macos-15 still compiles against the iOS 17.0 simulator and selects Xcode 15.0 for that run. Current macos-15 images ship only Xcode 26.x and do not include the iOS 17.0 runtime, so compile jobs and the 17.0 run jobs fail.
