Backport of: #25562
Differences to the original PR
packages/server-utils/src/orchestrion/runtime/register.ts, where v10's runtime hook lives. The ESM build directory is derived from the existing module URL; v10 keeps its existing hook export and registration path.Fixes #25480
The regression fails against the original v10 hook and passes with this fix. All six ESM-marker and packaged-output tests pass after a clean build; formatting and scoped lint pass. Repository-wide lint/build still encounter unrelated baseline/type mismatches.
