Mismatched CodeQL action versions fail analysis

Medium Severity

Updating only github/codeql-action/analyze to 4.38.0 leaves init and autobuild on 4.36.2. analyze loads the config written by init and errors when the action versions differ, so the CodeQL job fails on every run.
