Align project with MapStore2 master

Aligns the project with the current MapStore2 master (submodule updated to daf4fa030).

Frontend

• devDependencies synced with MapStore2 (webpack-cli 5, webpack-dev-server 5, @babel/core 7.29.6, postcss 8.5, simple-git 3). clean-webpack-plugin and zip-webpack-plugin are kept for the extension build.
• npm scripts updated for webpack-dev-server 5 (removed --inline / --content-base, --env production).
• webpack.config.js now uses the object syntax with devServer (static, devMiddleware), as in the standard project template.
• Extension dev configs migrated: contentBase/publicPath → static/devMiddleware, proxy as array, before → setupMiddlewares.

Backend

Files aligned with project/standard/templates of MapStore2 master:

• Spring 7 / Spring Security 7, Jakarta Servlet 6, Tomcat 10.1, Java 17.
• web.xml (Jakarta 6.0), servlet XMLs (security:method-security), log4j → log4j2, web/cargo/logging.properties.
• proxy.properties, sample_categories.xml, print context updated.
• Dockerfile base image → tomcat:10.1-jdk17.

Configs

• localConfig.json, pluginsConfig.json, config.json aligned with MapStore2 master (SampleExtension kept in desktop). Fixes the missing MapFooter configuration.
• new.json: only OpenStreetMap and Empty Background left as backgrounds (the others had broken thumbnails).

Tested

• npm run lint, npm test, npm run ext:build (zip installed and working in MapStore).
• ext:start + ext:startapp dev servers.
• mvn clean install -Pprinting and cargo:run on Tomcat 10 (geostore login, configs, print).
