…le (#9256) The port of trios/agent-server mcp-server.ts had every builder helper implemented and tested but the one function the port exists for was a stub returning undefined. Implement it as the wiring record the original's McpServer instance ends up with: config and capabilities from the builders, the SetLevel no-op handler attached, browser tools registered with the built params, Klavis tools registered only for a truthy handle. should_register_klavis_tools modeled 'klavisRef?.handle' as a plain null check; the original skips registration when the ref is present with a falsy handle. Gate on handle != 0 as well. Four tests exercise createMcpServer itself, covering the zero-handle case the null check would have mis-registered.
