Spec for gHashTag/trinity src/firebird/governance_temp.zig (deinit fix for governance.zig). The original walks the appeals map and frees, per appeal, appeal_id, appeal_reason and every evidence URL, then deinits evidence_urls and the appeals map; original_violation is deliberately not freed (deep copy of duped_violation, dies with the map). Allocator access, map iteration and collection deinit are plumbing the .t27 world cannot express, so the port keeps the decision and tests it as pure functions: appeal_free_count (frees per appeal: 2 + evidence URLs), frees_original_violation (always false) and deinit_free_total (the walk summed over the map). The deinit shell itself stays a bare return: the compiler rejects undefined bodies on analyzed functions and unused parameters, so the shell carries no signature it cannot use. Three test blocks assert the per-appeal count, the never-freed decision and the walk total. t27c parse/typecheck clean; test-report 3/3 pass, 0 FAIL, no BLOCKED. Closes #5199
