Adds specs/port/scripts/aggregate-experience.t27: main under its own name, decisions as pure helpers (verdict_class, next_last_ring, rings_open, queen_health, health_score). File reading, jq, date and the heredocs are plumbing (undefined;, not called by any test).

Local t27c checks: spec-status IMPLEMENTED; gen 83 lines, 0 'not yet implemented'; test-report 5/5, 0 BLOCKED (Zig 0.16.0). One file; original untouched.
