Closes #5644

Adds specs/port/scripts/generate_episodes.t27: main under its own name, decisions as pure helpers (layer_for_ring, should_skip, new_count). git/grep/printf are plumbing (undefined;, not called by any test).

Local t27c checks: spec-status IMPLEMENTED; gen 77 lines, 0 'not yet implemented'; test-report 4/4, 0 BLOCKED (Zig 0.16.0). One file; original untouched.
