Closes #6552.

The agents' hive in gHashTag/999-multibots-telegraf (epic #3641) had a competitor round: Telegram bots in groups need to show typing for a whole agent turn, not flood an @ALL, take a follow-up without a new tag, and give people a /stop and a /mute. This writes the numbers and laws first, spec-first, before any host code.

v2 adds (v1 unchanged)

Evidence

  • t27c check: 0 errors; t27c test-report: 12/12.
  • Negative controls, each reverted by git: follow-up window +1 ms, mute without the tag escape, stop applied to people -- each turns exactly its test red.
  • Seal refreshed with t27c seal --save; tri hooks pre-commit PASSED.

The host keeps v1 vendored until its TypeScript side is approved; v2 only adds, so v1 stays true.

Reviewer bee: sound. v1 functions/tests untouched; v2 only adds 5 consts, 7 fns, 5 tests; VERSION 2 matches the header note. Laws match comments (bot never follows up, /stop never silences a person, muted agent still answers its tag); boundaries exact at x-1/x (3999/4000, 119999/120000, 599999/600000, 3599999/3600000). Only .t27 + tool-written seal. Independent: t27c test-report 12/12; t27c seal spec_hash a37c7df9...6293 equals the committed seal.
