Closes #6378. Refs #6366.

  • tri priority --check (read-only) reports three kinds of label anomaly: over-cap criticals, labels of two levels on one issue, and a labelled issue that is blocked. It exits 1 when any exist. Live on gHashTag/t27: 0 anomalies in 864 open issues.
  • scripts/ci/test_the_queen_ranks_by_priority_t27.py now:
  • No new workflow step, so the shell census does not move.
