spec(crm-story-reel): v24 -- drop the stale ElevenLabs flag

What

crm-story-reel v24 removes HOUSE_SKIPS_ELEVENLABS and its assertion.

The flag described a lookup: audio_generate asked ElevenLabs for a voice when no voice and no clone was chosen, and the house skipped it. split-reel v8 (#5890, host gHashTag/999-multibots-telegraf#3567) deleted that lookup. An ordinary caller with no voice is now refused before the charge (voice_refused), and the house speaks the owner's clone (owner_voice_allowed).

On the host at f0a840f18 (the head of #3567), asksElevenLabs was the only function that encoded the flag. Its only caller is the binding test; tools.ts no longer imports it. So the spec asserted a rule about a path that no longer exists.

The test is renamed, not deleted, because its delivery half is still live: buyerBotTokens in the host tries @t27ai_bot first for the house.
