Previously, the script would return 0 (success) when run on master branch events that are not pull_request, making it appear as a success when nothing was actually checked. This was misleading for the t27-master-protection ruleset which requires meaningful readings from all contexts. The script now returns 3 when it's not applicable (non-pull_request events without PR_BASE_SHA), ensuring that a green check always represents actual validation rather than a no-op. Closes #2961
A pull request must add exactly one docs/now entry and a bee has no way to know that: its brief names a boundary file and acceptance criteria, and docs/now/ is neither. The publisher adds it rather than failing the gate. Closes #2961 Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>
