Remove generation of meaningless basic_case test stubs

The converter was generating test blocks of the form:

    test {name}_basic_case
        given input = default_input()
        when result = {fn}(input)
        then result != undefined

These tests assert nothing (Zig cannot compare against undefined) and
 is not defined in the repository. They could never pass.

This change removes the loop that produces these 572 blocks across 170 spec files,
leaving only the meaningful invariant generation.

to know that: its brief names a boundary file and acceptance criteria,
and docs/now/ is neither. The publisher adds it rather than failing the
gate.
