Closes #4638

--specs-only reached the 103 issues naming a .t27. 64 more name code but no spec and are just as draftable — there was simply no way to take them without also taking the third group.

That third group — 71 issues — names only a path under docs/. Those are the drafts most likely to be wrong, because a document is quoted far more often than it is edited: #4122 and #4115 both name docs/audit/inngest-improvement-plan-2026-09-13.md, which is the thing they cite, not the thing they change.

--skip-citation-only drops an issue whose every path is under docs/. One naming a document and a code path is still drafted — there the document is context and the code is the work.

Result on the board

$ python3 tools/queen/propose_boundary.py --skip-citation-only --limit 0 --as-comment
167 draft(s) from 553 labelled issue(s).

$ # and again
167 already drafted here; left alone

167 of the 553 unreachable issues now carry a boundary draft. The remaining 315 name no path at all — there is nothing to draft from, and a guess there would be exactly the wrong boundary this tool exists to avoid.

`--specs-only` reached the 103 issues naming a `.t27`. 64 more name code but
no spec and are just as draftable; there was no way to take them without also
taking the third group.

That group -- 71 issues -- names ONLY a path under `docs/`, and those are the
drafts most likely to be wrong: a document is quoted far more often than it is
edited. #4122 and #4115 both name
`docs/audit/inngest-improvement-plan-2026-09-13.md`, the thing they cite, not
the thing they change.

`--skip-citation-only` drops an issue whose every path is under `docs/`. One
naming a document AND a code path is still drafted: there the document is
context and the code is the work.

Run over the board: 167 issues now carry a draft, and a re-run posts nothing.
The remaining 315 name no path at all, and a guess there would be exactly the
wrong boundary this tool exists to avoid.

These columns do not partition: 3 + 26 + 0 + 0 = 29, and there are 30 open PRs. A PR is being counted twice or not at all.

Seal Status

  • ⚠️ STALE -- sha256(compiler.rs)=403499176a5d != manifest seal=87e5cbd3ad94.
    The committed NMSE numbers were certified against an older compiler.rs.
    Run scripts/reseal-check.sh locally for the two-step reseal command (advisory; not a merge gate).
