queen-publish: parse gh stdout, retry, and log why a call failed

Every scheduled publish run since 2026-09-20 19:02 exited 2 (gh issue list returned nothing); no bee PR opened for 16h. gh_json joined stderr into the JSON and swallowed the error. Now stdout-only, 3 attempts, cause logged. --self-test passes; local --dry-run --limit 5 finds 5 publishable branches.
