feat(queen): tell the bee how to find what already exists - #4293

576 of 4021 function bodies in specs/ are byte-identical copies (#4290). The bee that wrote the thirtieth magadd was not careless: its brief named the file, the signatures and the criteria and said nothing about the twenty-nine implementations that already existed, and there was no command it could run to find out. Every issue the feeder writes now carries that command - `--name` for where a function already lives, `--like` for what in this file is written elsewhere - and says what to do with the answer: reuse it with `use module::name;`, which 494 parsing specs already do. Closes #4292 Gates: python3 -m py_compile on the feeder; the rendered PREAMBLE carries both commands and names the ratchet; a --dry-run against master still reports the same reading it did before (28 files hold 146 empty bodies, 0 uncovered). …ot compile (#4297) #4293 added "If it exists, reuse it (`use module::name;`)" to every issue the feeder writes. Measured on a two-spec minimal case: both `use m::f;` and `use m;` generate the comment "no references in this module", no @import and an unqualified call, and zig answers "use of undeclared identifier". spec-status calls that same file IMPLEMENTED, so the advice passes the cheap gate and fails the oracle. The brief now says what is true: do not copy, do not try to import, name the file and line where the function lives, implement only what this spec asks. Closes #4296 Gates: python3 -m py_compile; the rendered PREAMBLE carries the corrected sentence; the minimal case that proves it is quoted in the issue.
