Refs gHashTag/999-multibots-telegraf#3251 and gHashTag/t27#5472. Add trusted account key management, encrypted managed credentials, persistent consent, and stable allocation with dispatch-derived attribution.
Add verified contributor-owned provider keys, encrypted storage, durable consent and existing Queen XP. Local security, SQL, native spec and build validation recorded in the PR. Refs gHashTag/999-multibots-telegraf#3251 and gHashTag/t27#5472.

The contributor-key backend from #522 was merged into
feat/queen-supervisor, while Railway buildsfix/queen-worker-provider-and-prompt-size. This release brings the reviewed API, encrypted managed credentials, immutable attribution, durable consent and existing XP history to the actual production branch.Merged normally as a75f80a, author dmitrii-f-t27 / committer web-flow. The release tree is identical to reviewed e36fab3. Railway deployment 0d357133-76c0-4979-ba18-a6cbcef8c576 is SUCCESS on this revision. Both active workers finished naturally before rollout; the bounded maintenance lease was explicitly released afterward and normal scheduling resumed.
Fresh M1 verification: server typecheck, QueenCore release build and 175 unique scoped tests passed; all 1767 tracked mirrored files match the release source. The original feature's PostgreSQL verification passed 12 tests / 75 assertions on the previous machine; no fresh M1 SQL result is claimed. Hosted CLA reports a missing repository PAT; hosted CI is not claimed green and mandatory protections were not bypassed.
Live verification through both the backend capability and the real app session confirms 34 owned keys (24 NVIDIA, 10 Z.ai), owner dmitrii-f-t27, metadata-only responses and no-store. Account and public leaderboard agreed on 196168 XP at 2026-10-01 23:50 UTC. Anonymous backend access returns403. A real app UI probe succeeded in551ms and retained consent. Companion app #3256 is merged and both target deployments are SUCCESS; real profile navigation, desktop/mobile layout and restricted-session refusals pass.
Preserve the encryption key and stored consent on rollback. The canonical contract PR gHashTag/t27#5473 remains open because unrelated red guards also fail on its base; verified host copies are included in the shipped releases.
