Adds client.whatsapp for a WhatsApp Business connection: the business profile,
message templates (including importing one of the platform's library entries),
groups, blocking, commerce settings and in-chat flows, plus the account state
read and the sandbox. "whatsapp" joins PLATFORMS and the Platform literal.

Two things the models encode on purpose:

  • WhatsappTemplate.status is whatever the platform assigned in review. Nothing
    here marks a template approved.
  • WhatsappEncryptionKeyStatus carries only whether a key is registered and how
the platform judged its signature, never the key.

What was tested

ruff check, ruff format --check, mypy (strict, 28 files) and pytest
(195 pass). The platform-count assertion moves 32 to 33, which is Snapchat from
main plus WhatsApp.

Merge order

After fopost. fopost-django and fopost-fastapi need no code change — they
hand off to this package — but their constraints want a bump once this is tagged.

# Conflicts:
#	README.md
#	src/fopost/__init__.py
#	src/fopost/client.py
#	src/fopost/models.py
