Add evaluation batch execution framework

Summary

• add retry state to evaluation runs and persist attempt counters
• introduce an evaluation model-call boundary with a deterministic no-weight adapter
• add evaluation execution service, failure persistence, retry behavior, and run/retry HTTP endpoints
• document the implementation plan and worklog updates

• git diff --check

Notes

• Model weights and GPU inference remain deferred for the server integration branch.
