…mon#374) Callers without .github/ghcommon-ref.txt ran e73b801's scripts, which predate changelog_file, so reusable-release.yml took the legacy inline-changelog path (uncapped, through env). 12 occurrences across 6 workflows; the only script change between the two SHAs is #374's release_workflow.py. This is the lockstep follow-up to #374, the same kind of change as 630c2a8.
Reusable workflows fall back to a hardcoded scripts SHA when the caller has no
.github/ghcommon-ref.txt. That SHA wase73b801, which predates #374'schangelog_file. Soreusable-release.ymlatmaintook the legacy inline path for those callers: uncapped notes passed through env, which still hits "Argument list too long" on a long changelog.falkcorp/cockroach-rollout-agentis one of those callers: it uses@mainand has no ref file.This PR moves all 12 occurrences, across 6 workflows, to
