Bumps the package version to 1.13.3 so a release can publish the n8nctl docs from #136. These cover the commands in n8n-cli v1.5.0 (workflow versions, data tables, credentials, tags, folders, users, audit, execution stop) and add a production-scoped n8nctl safety rule to the global CLI Tools block.

Version-only change: package.json and package-lock.json. After merge, a GitHub release v1.13.3 triggers publish.yml, and environment-setup then bumps its lockfile to pick it up.
