activate did not exist in the SimDevice model, preventing callers from creating endpoints without activating the attached SIM.

  • Add activate to SimDevice model
  • Add example documenting how to create endpoints with SIMs in Issued status
  • Pin ruff's rules in CI - they were previously unpinned and would cause a lot of errors now
