Do not merge before 45.0.0 ships (2026-10-20); version strings, New-in links and the feature list must be regenerated at the tag.

Before: the blog post is hand-written from scratch on release day.

After: a scaffold PR exists from the 45-x-y board's merged PRs, structured like the 38–44 posts with the recurring reviewer rules applied (no features already announced in an earlier post, version strings consistent with DEPS, ##/### heading levels, <!--truncate--> after the intro, breaking changes from docs/breaking-changes.md (45.0), backticked API names in past tense); reviewers edit prose. The authors entry is a placeholder for the 45.0.0 releaser.
