Summary
This PR closes #7328 and adds a warning to the SLO access configuration page clarifying that Kibana spaces provide organizational isolation only. The SLO app shows only SLOs from the active space, but index-level privileges on .slo-observability.* allow users to query SLO data across all spaces using Discover or the Elasticsearch API.
