This pull request adds a NATS JetStream backplane for sharing hub presence, pending direct messages, and frame delivery. It integrates the backplane with WebSocket and storage services, changes server and deployment configuration, sets a default HTTP worker count, and adds repository checks.
Changes: Shared NATS Backplane
Layer / File(s)
Summary
Backplane contracts and broker setup Cargo.toml, services/hub-backplane/*, libs/test-nats/*, .mise/config.toml
Adds backplane configuration and error types, NATS connection setup, and an isolated JetStream test-broker helper.
Shared state and frame delivery services/hub-backplane/src/lib.rs, services/hub-backplane/tests/backplane.rs
Adds shared agent presence, per-recipient pending-message mailboxes, and directed and broadcast frame delivery. Tests cover these paths, malformed data, and broker errors.
WebSocket and storage integration services/ws/*, services/storage/*, libs/edge-toolkit/*, CHANGELOG.md, AGENTS.md
WebSocket connections use the shared directory and mailbox in NATS mode. Storage checks shared agent presence when needed. Registry disconnect handling reports whether a session was current.
Cluster test infrastructure services/ws-test-server/*, libs/test-nats/tests/server.rs
Adds clustered test-hub startup and integration coverage for cross-hub rosters, messages, broadcasts, reconnects, shared storage, shutdown, and broker loss.
Server Configuration and Deployment
Layer / File(s)
Summary
Environment-based server configuration services/ws-server/*, services/ws/*, services/ws/tests/config.rs, CHANGELOG.md
Removes the et-ws-server CLI argument interface. The server reads the registry path and backplane setting from environment variables and selects startup and shutdown behavior by backplane mode.
Generated manifests set WS_AGENT_REGISTRY instead of passing the registry path as an argument. Runtime plugin configuration uses environment variables or image defaults.
Deployment and dependency checks config/ast-grep/*, config/conftest/policy/cargo/*, CHECKS.md
Adds checks against container args in verification YAML and service dependencies on clap, with fixtures and policy tests.
HTTP Worker Defaults
Layer / File(s)
Summary
Worker default and validation libs/actix-web-config/*, services/ws-server/tests/http_config.rs, CHANGELOG.md
Worker configuration is required and defaults to available parallelism, capped at 512. Tests cover defaults and bounds.
Repository Checks and Release Notes
Layer / File(s)
Summary
Open-alert check and guidance .mise/config.toml, AGENTS.md, CHECKS.md
Adds a task that lists open code-scanning alerts and fails when any are returned. Repository guidance and the check catalog describe the alert requirement.
Release notes and service descriptions CHANGELOG.md, AGENTS.md, services/ws/README.md
Records the backplane, HTTP dependency, IP handling, peer-IP sourcing, and CLI removal. Service descriptions distinguish lone-hub registry persistence from shared NATS state.

This change lets multiple WebSocket hubs share presence, pending messages, and frames through NATS. Several issues remain before it is reliable in production:
Stale presence. A hub that crashes or is stopped by Kubernetes can leave agents marked as connected to it.
Large frames. Frames above the broker's payload limit cannot cross hubs.
Credential leaks. Broker credentials can appear in logs.
Wrong delivery status. Senders can be told a message was delivered when it was only queued.
These should be resolved or explicitly accepted before merging.

Test the fallback without unwrapping the CPU query.
If available_parallelism() returns an error, default_workers() uses 2, but this test panics before checking that
result. The standard library permits an error when parallelism is unknown or the process lacks permission to query
it. Use the same fallback in the expected value. (doc.rust-lang.org)

Redact URL credentials before they reach error text.
NATS URLs often carry credentials, for example nats://user:secret@broker:4222. Connect { url } puts the whole URL in Display with "failed to connect to NATS at {url}". UnrecognisedConfig does the same with {0:?}. Callers log these errors, for example in the ws-server startup ? path. A broker outage then writes the password to the logs.
Strip the userinfo before storing the URL in the error. Keep host and port, because the test an_unreachable_broker_fails_to_connect_naming_its_url checks for them.

Expire or validate stale hub ownership before reporting live delivery.
announce stores Connected entries in et-agents, but the default KV configuration has no expiry. An unclean hub exit can therefore leave agents mapped to a dead hub. presence and list_agents continue to expose those stale entries.
send_to_hub uses core NATS fire-and-forget publishing. The publish can succeed without a subscriber. deliver_live then reports MessageDeliveryStatus::Delivered even when publishing fails. The message remains in the mailbox and can be delivered after a later reconnect, but the sender receives an incorrect status.
The shutdown cleanup runs only from tokio::signal::ctrl_c(). It does not cover crashes or forced termination.
Add hub liveness expiry or heartbeats, and treat an entry with no live heartbeat as disconnected. For directed frames, use request/reply or another positive hub acknowledgement. If the target hub is unavailable, keep the message queued, report Queued, and update the directory to Disconnected with compare-and-set. Do not report Delivered after only a fire-and-forget publish.

🎯 Functional Correctness | 🟠 Major | 🏗️ Heavy lift
Frames larger than the NATS max_payload cannot cross hubs, and the failure is only logged.
Two limits disagree:
WsConfig::max_frame_size defaults to 64 MiB, and its documentation tells callers to raise it for large tensors and blobs.
nats-server's default max_payload is 1 MiB, and async-nats rejects larger publishes.
The effects:
A relayed binary frame or broadcast above that size reaches local agents only. broadcast_to_other_hubs logs warn!, and the sender gets no error.
A direct message above the limit fails in queue, because the mailbox value holds every pending message. The sender then gets "hub backplane unavailable", although the broker is healthy.
One recipient's mailbox can also pass the limit when several senders each leave a large pending message.
CHANGELOG says hubs behave as one, but this documented use case fails across hubs.
Fix suggestions:
At connect, compare client.server_info().max_payload with the configured frame size, and fail or warn loudly.
Document that operators must raise the broker's max_payload.
Or store large payloads outside the publish, for example in an object store or chunked.

Do not print backplane credentials at startup.
If WS_BACKPLANE contains a URL such as nats://user:password@host, this Debug dump prints the password to server logs before the connection starts. BackplaneConfig::Nats retains the URL as an unredacted string. Replace the full configuration dump with a redacted summary. (raw.githubusercontent.com)

Run NATS withdrawal on SIGTERM.
When Kubernetes stops a hub pod, it normally sends SIGTERM, not Ctrl-C. This task then skips withdraw_local_agents, leaving that hub's connected agents in the shared directory after shutdown. Route SIGTERM and Ctrl-C through the same withdrawal path, and coordinate that path with Actix's signal handling. (v1-33.docs.kubernetes.io)

Re-check presence after the mailbox write, or a message can sit unread while its recipient is connected.
The local path checks and queues under one registry mutex. The NATS path reads presence first and writes the mailbox several round trips later.
This interleaving strands the message:
The sender hub reads presence Disconnected.
The recipient connects on another hub, runs announce, then runs deliver_pending_messages. That reads the mailbox before the new message is there.
The sender's queue lands.
The sender gets Queued, and the connected recipient never sees the message until it reconnects.
Reading presence again after queue closes the window. The recipient runs announce before pending_for. If the second read still shows Disconnected, the recipient's later pending_for will see the queued message.

Invoking `map_or(..)` with the identity function, consider using `unwrap_or(..)` instead
Calling map_or with the identity closure is equivalent to using unwrap_or
which is both easier to read and generally more performant.

Use of `unwrap_or` followed by function call, prefer `unwrap_or_else` instead
Calls to unwrap_or followed by a function call should be replaced with unwrap_or_else or unwrap_or_default, to increase laziness. The argument to unwrap_or is evaluated eagerly and unconditionally. unwrap_or_else or unwrap_or_default are evaluated lazily and only if required, sometimes
leading to lower overhead and fewer allocations.

Do not report Delivered after the live delivery fails.
deliver_live sends MessageDeliveryStatus::Delivered to the sender after deliver_via_backplane returns Err. It also logs "delivered" in that case. The code comment says the recipient gets the message on its next connect. A recipient that stays connected does not reconnect, so the message stays unread in the mailbox. The sender still receives Delivered, and its client logic cannot tell the difference.
Send Queued when the live hand-off fails. The mailbox entry already makes Queued the correct state. Log "delivered" only when the hand-off succeeds.

Update the `scope_path` rules to exclude nested `glob` values in ast-grep
`files` object entries by recognizing three-component paths whose first
component is `files` and final component is `glob`. Keep the existing
two-component `files` handling and ensure nested `ignores` values remain subject
to validation.

Return an error when the local hub has no session for the recipient.
If hub_id == nats.hub_id() and registry.agent_session(to_agent_id) returns None, deliver_via_backplane returns Ok(()). deliver_live then sends MessageDeliveryStatus::Delivered to the sender, but no socket received the message.
Trigger: the recipient's socket on this hub closes after presence reads Connected { hub_id: <this hub> } and before the session lookup. The send result is also ignored. A closed outbox channel therefore produces the same false Delivered.
The message stays in the mailbox, so the recipient still gets it on reconnect. The sender, however, gets the wrong status. The Queued fallback in deliver_live exists for this case. Return an error so that deliver_live takes that path.

BackplaneError::NoLocalSession is a new variant in services/hub-backplane/src/error.rs. You could also return a local error type from deliver_via_backplane instead.

Update the local-hub branch in deliver_via_backplane so it returns an error when
agent_session(to_agent_id) returns None or session.send fails. This lets
deliver_live use its Queued fallback instead of reporting Delivered when no
socket receives the message.
