Changed the Sphinx theme from "sphinx_rtd_theme" to "pydata_sphinx_theme" to remain consistent with the other S-CORE sites.

Changed the Sphinx theme from "sphinx_rtd_theme" to "pydata_sphinx_theme" to remain consistent with all other S-CORE sites. Manually tested all the pages in both light and dark mode.
