### Fixed

- Recover orderly worker shutdown from temporary backend pressure when Server
advertises fenced deregistration. Requests and retries share one bounded
shutdown budget and preserve the original registration identity. A replayed
receipt cannot remove a replacement registration. Persistent shutdown
failures remain visible without replacing an earlier worker error.
- Keep the existing single-attempt shutdown on older Servers. Custom transports
without bounded I/O make one fenced attempt and report why retry is unavailable.
