Closes #34

Summary

  • Add pytest + ruff/mypy poetry dependency groups
  • Add .code_quality/ruff.toml and mypy.ini
  • Add verify-version composite action
  • Add test.yml and code-quality.yml workflows (matrix Python 3.9–3.13)
  • Gate python-publish-pypi.yml and python-publish-pypi-test.yml on tests + code quality passing
  • python-publish-pypi.yml now supports TestPyPI/PyPI split via release prerelease flag
  • Add smoke tests for theme package

Test plan

  • pytest tests/ passes locally
  • ruff check passes locally
  • All workflow/action YAML validated with yaml.safe_load
  • CI green on this PR

⬆️ CI/CD: Merge develop, reconcile CI infra with show_footer feature

Merged origin/develop (PR #34/#35 CI overhaul) into feature/28. Kept
develop's canonical test.yml/conftest.py/pyproject.toml and layered
the show_footer fixtures (docs_dir, build_site) and mkdocs group deps
on top; regenerated poetry.lock and fixed ruff import ordering in
test_show_footer.py.

⬆️ CI/CD: Merge develop, reconcile CI infra with admonition styles

Merged origin/develop (PR #32/#34/#35 CI + show_footer) into feature/29.
Kept develop's canonical test.yml/conftest.py/pyproject.toml layout,
regenerated poetry.lock, and fixed ruff formatting in test_admonitions.py.
