Fixes #20170

LanguageFeature.LowercaseDUWhenRequireQualifiedAccess has been enabled for every selectable --langversion since F# 7.0, so its flag could never be turned off. Removed the dead flag and collapsed the guard to its always-on behaviour; --disableLanguageFeature:LowercaseDUWhenRequireQualifiedAccess is no longer a recognised feature name.
