The repository guidance still described the retired two-step ImageBuilder deployment process and treated
eng/docker-tools/as the infrastructure source of truth.This PR updates
AGENTS.mdto direct shared infrastructure changes tosrc/Infrastructure/Content/and explains that those changes flow toeng/docker-tools/.Related changes:
