DCD_CI_WRAPPER_VERSION defaulted to an empty DCD_STEP_VERSION, so the step always reported no version. It now defaults to the step's version, marked `x-release-please-version` like BITRISE_STEP_VERSION in bitrise.yml, so release-please bumps both. DCD_STEP_VERSION still overrides it. New bats tests check the two lines and the release-please manifest agree, and that the version reaches the CLI.
release-please.yml opens the Release PR on pushes to main; merging it creates the bare X.Y.Z tag and GitHub Release. release-type simple with include-v-in-tag false, and the generic updater bumps the annotated lines in bitrise.yml and step.sh. No version.txt: the simple strategy only updates it if it exists, and in manifest mode the version comes from .release-please-manifest.json. The manifest starts at 1.4.0 with last-release-sha pinned to the 1.4.0 tag's commit. pr-title-lint.yml and changelog-sections are copied from dcd-cli. StepLib sharing stays manual and is documented in the README.
