Closes #315

Problem

In the reservation overview, the subdivision chosen under Settings → Holidays fell back to "all" after a page reload:

  • Selecting a subdivision reloaded the table but never stored the value in localStorage.
  • On page load, loadTableSettings() wrote the form's default ("all") to localStorage before restoring the stored value, so the stored value was always overwritten.
  • Changing the country reloaded the table right away, still with the previous country's subdivision (e.g. AT with DE-BY).

Fix

  • The subdivision is stored as soon as it is selected.
  • On page load the stored subdivision is no longer overwritten; if it does not belong to the selected country, the select falls back to "all".
  • A country change resets the subdivision to "all" and reloads the table only once the new country's subdivisions have been loaded.

The change is limited to assets/controllers/reservations_controller.js, plus a line in the 4.14.0 release notes.

The subdivision was never stored on change and was overwritten with
"all" on page load before the stored value was restored. A country
change now resets the subdivision and reloads the table only once the
new country's subdivisions are in place.
