受け入れ条件ごとに確認の区分（マージ前 / リリース後）を Issue の本文へ記録し、承認資料と閉じる判定がその区分を読むようにしました。あわせて、完了判定と要求定義の手順書に区分の記録と退行しない条件の確かめ方を加えています。#2144（スプリント m26-2 のブランチへ集める）の作業です。

plugins/ndf/scripts/acceptance-check.pyを追加しました。受け入れ条件の確認の区分を Issue の本文へ記録しますplugins/ndf/scripts/lib/acceptance.pyに、区分を扱う共通の処理を置きましたplugins/ndf/scripts/release_lib/materials.py（承認資料）とplugins/ndf/scripts/sprint-close.py（閉じる判定）が、記録された区分を読むようにしましたplugins/ndf/skills/quality-gates/SKILL.mdとreferences/acceptance-criteria.mdに、区分の記録の手順と、退行しない条件の前提を今の振る舞いで確かめる手順を加えましたdeps.requireに足りなかったグループも加えていますsprint/m26-2）を取り込み、整形（lint-fix）を当てましたテスト
test_acceptance_checks.py（168 行）、test_sprint_close_acceptance.py（10 行の追加）sprint/m26-2を取り込んだ）設計と違う点
