Move the managed World at Ruin required workflow to the canonical catalogue #461
World at Ruin still receives its required trusted regression workflow from the legacy Actions catalogue. This blocks retirement of that catalogue even though the canonical workflow has the same verified behaviour.
Outcome
Move the existing managed World at Ruin ruleset to the canonical catalogue without changing its target, required workflow path, actor admission, or bypass policy.
Acceptance criteria
The rendered ruleset selects canonical repository 933213756 and retains its existing scope and management policy.
A legacy-source mutation fails the source assertion.
After release, the same ruleset ID 21102220 reads back canonical and Ready/Synced.
A fresh qualifying World at Ruin PR event executes the canonical trusted controller and its regressions successfully.
Part of #237. Full organization ruleset adoption and legacy archival remain separate.
The canonical required-workflow source is deployed and reconciled. Fresh pull-request run 37262994615 succeeded using the canonical workflow commit 74e540657860f2a53dbf2646394149268c974d47. The candidate removed the regional-foliage test scene; the trusted controller restored it, recorded its unique passing assertion, and completed all 163 trusted regression scenes.
The disposable acceptance PR #1205 will be closed without merge and its owned branch removed. This proves the World at Ruin migration only; catalogue-wide retirement remains tracked separately.
