feat: open /feature and /bug issues from the API - #653
Lets the mobile app open /feature and /bug issues the way the web's composer does. It's another of the small PRs for endpoints the app (NativePHP/dev-null-app) uses on top of the signed API from #130.
Endpoint
POST /api/v1/issues, signed, with {"command": "/feature" | "/bug", "body": "...", "environment": {...}}. environment is optional and takes the same fields as the web's (browser, os, viewport, pixel_ratio, language, color_scheme, page, up to 100 characters each). They end up in the collapsed Environment table the web adds to the issue.
201 with {"number": 123, "url": "https://github.com/nunomaduro/dev-null.sh/issues/123"}, the same answer the web gets. The issue is opened by the GitHub App through the existing CreateIssue action, so it has the same title (a first # heading when there is one), label, environment table and "Reported by @user via /dev/null" footer as one opened on the web.
422 for an unknown command, a body outside 3 to 4,000 characters once blank lines are collapsed, or an unknown environment field. Same rules as CreateIssueRequest.
429 with rate_limited over 5 opened issues an hour, with Retry-After. Also rate_limited over 10 attempts a minute, as on the web.
503 with the new code github_issue_failed when GitHub rejects the issue or doesn't respond. The message is the web's, so it says to check upstream first when GitHub may have opened it anyway.
Worth checking
The hourly limit used to live in the web IssueController. I moved it into a ThrottleIssues middleware, the same shape as ThrottleCommits, so the web and the app share one budget of 5 issues an hour per user instead of getting 5 each. It still only counts issues that were actually opened (a 201), so a rejected draft or a GitHub outage costs nothing. One small change on the web side: the limit is now checked before validation, so an invalid draft sent while at the limit gets the 429 rather than a 422.
The web answers GitHub failures with a 502, but the API uses 503. Testing through a Cloudflare tunnel, Cloudflare swapped any 502 or 504 from the app for its own HTML error page, so the message and code never reached the phone. 500 and 503 came through untouched. dev-null.sh is behind Cloudflare too, so the web's own 502 messages probably never reach the browser either. The web's composer ignores that body and shows its own wording, so nothing is broken there, but it's worth knowing.
fakeGitHubApp() moved from the web IssueControllerTest into tests/Pest.php so both test files can use it.
Since the first version
I rebased this onto production after #544 (environment details), #719 (Markdown templates) and the one character commits change. That last one dropped the commit body minimum to 1, and issues kept their own minimum of 3 in CreateIssueRequest, so this endpoint now uses those rules instead of CreateCommitRequest::BODY_RULES, and takes environment like the web.
Testing
Before the rebase everything CI runs passed locally, with all tests at 100% coverage. After it I ran the issue and arch tests, every API controller test, PHPStan, Rector and Pint on the changed files, and CI here runs the rest.
I also ran the app against this branch on an iOS simulator, through a Cloudflare tunnel, with GitHub stubbed so no real issues were filed. Opening a /bug and a /feature issue worked, and so did a GitHub refusal coming back as github_issue_failed.
Summary by CodeRabbit
New Features
Added API support for submitting bug reports and feature requests, with validated input and clear responses when GitHub cannot create an issue.
Bug Fixes
Added a shared limit of five issue submissions per hour across web and mobile requests. Requests over the limit receive a retry time.
Typing /feature or /bug and a space at the start of the compose sheet turns
the draft into an issue, with the web's badge, placeholders and Open issue.
A slash offers the web's command menu, and a draft that mentions a bug or a
feature gets the web's hint. Opening it sends POST /api/v1/issues
(dev-null-sh/dev-null.sh#653) in the background, then the sheet says
"Opened issue #123." with View issue, as the web's toast does.

The changes add an API issue submission controller and request validation, map GitHub issue failures to a service-unavailable API error, and apply a shared per-user hourly limit to successful issue submissions. Feature tests cover validation, GitHub responses, and throttling.
Changes: Issue submission
Layer / File(s)
Summary
Validate and handle API issue submissions app/Http/Requests/CreateApiIssueRequest.php, app/Enums/ApiErrorCode.php, app/Http/Controllers/Api/IssueController.php, routes/api.php, tests/Feature/Controllers/Api/IssueControllerTest.php, tests/Pest.php
The API request normalizes and validates issue data. The controller delegates issue creation and returns a 201 response or a GitHubIssueFailed error. Tests cover issue content, validation, upstream failures, and unsigned requests. The API route file adds controller and middleware imports.
The middleware limits successful issue submissions to five per user per hour. The web issue route applies it alongside the existing limiter. Tests cover shared web and API limits and attempts that do not count. The knowledge base references the middleware.

Merge Risk: High · up to 03fc8
The new API endpoint cannot be reached because its route is not registered. The existing web issue submission also appears to break because a needed import was removed. A duplicated test helper may stop the test suite. Fix these before merging.
Security architecture risk: Moderate · up to 03fc8
The shared-limit migration is incomplete. The existing web submission path retains limiter calls whose import was removed, while the new API endpoint is not registered in the inspected routing configuration. This threatens issue-submission availability and leaves the promised shared enforcement path unfinished. The impact is confined to issue intake; no broader credential or repository authority expansion was established.
Retained concerns
Medium · reliability · inferred: The shared-throttle ownership handoff is incomplete. Middleware now surrounds the web controller, but the controller retains its daily limiter operations after losing their facade import, causing otherwise valid submissions to fail before creation. The controller and middleware also describe different lifetimes for the same counter key, rather than one clearly owned budget.
Medium · architecture · observed: The new API contract has no registered route in the inspected API routing configuration. Importing the controller and middleware does not connect them to the signed authentication group. Consequently, the promised API endpoint and its shared enforcement path are unavailable in the reviewed source, rather than demonstrated to be protected by that group.
Security review details
Security Blast Radius
inferred — The demonstrated regression affects authenticated web issue submissions across users. The intended external write capability remains issue creation in one server-configured repository; request fields do not select another repository or installation. The missing API route does not establish a new remotely reachable privileged path.
Trust Boundaries and Controls
observed — CreateApiIssueRequest authorizes unconditionally, so it does not independently authenticate callers. The API routing file contains a signed-authentication group, but the new controller is not registered within it or elsewhere in that file. Authentication and throttling for the intended endpoint cannot be inferred from its imports.
Resilience and Maintainability Implications
inferred — The success budget is not an application-level reservation: checking precedes external creation, and counting follows the successful response. A connection failure can leave upstream creation ambiguous without a counted success. Both patterns existed in the base web flow, and the inspected head does not establish increased reachable exposure, so they are not treated as newly introduced abuse findings.

The signed v1 group ends without a POST issues route. The new endpoint cannot receive requests, and route('api-issue.store') in the feature tests cannot generate a URL. Add the route inside this group with ThrottleIssues::class and the api-issue.store name. Laravel generates named-route URLs from route registrations, not controller imports. (laravel.com)

Register a POST issues route inside the signed v1 route group, apply
ThrottleIssues::class middleware, and name it api-issue.store so requests can
reach the endpoint and named-route URL generation works.
Major · Restore the RateLimiter facade import. · IssueController.php:1-51
A valid authenticated POST /issues request that passes the route middleware reaches IssueController::store. Without the import, RateLimiter resolves to App\Http\Controllers\RateLimiter. That class is missing, so the first limiter call fails before the issue is created.

Remove the duplicate fakeGitHubApp declaration.
tests/Pest.php and tests/Feature/Controllers/IssueControllerTest.php both declare fakeGitHubApp(array $issue = []): void at file top level. Neither file declares a namespace, so both declarations are global. When both files load in the same PHP process, PHP stops with Cannot redeclare fakeGitHubApp(), and the test run aborts.
Remove the declaration at tests/Feature/Controllers/IssueControllerTest.php:42 and call the shared helper from tests/Pest.php. Before you remove it, confirm that the two function bodies match. If they differ, rename one helper instead.
