Summary

Closes #1335.

Who to follow only knows about your /dev/null network and who's popular. If you've starred someone's repos on GitHub, that's a pretty strong hint you'd like to hear what they have to say, and right now we ignore it.

This reads who owns the repos you starred, once at sign-in, and mixes those developers into Who to follow with "You starred their repo" / "You starred 3 of their repos" as the reason. It only suggests. Nobody gets followed automatically, since a star is a much weaker signal than a GitHub follow.

Changes

Split into one commit per step so it's easier to review:

  • Read starred repos from GitHub – GitHubProvider::starredOwnerIds() pages through users/{login}/starred and returns the owner of each repo, people only (orgs can't be suggested). The page loop moves into a pages() helper that accounts() now uses too.
  • Store them – new starred_github_owners table (user, owner's GitHub ID, how many of their repos), filled by CreateUserGitHubStars from its own ImportGitHubStarsJob at sign-in. It's queued just before the follow import, because onboarding reloads its suggestions once the follows land, and this way the starred people are usually already in. It has its own github_stars_imported_at, so it can fail and retry without touching the follow import. It reads at most 3 pages (the 300 most recent stars) to go easy on the shared rate limit. Owners who aren't here yet are kept, so they show up once they join and post. Rows go out with the export and cascade away with the account.
  • Suggest them – SuggestedUsersQuery gets a second pool next to the followed-by-your-follows one, sorted by how many repos you starred. The two pools take turns, starting with a starred person. Even on days when the randomizer gives a page only one network slot, it holds someone you starred, and a big network can't push them back. They're also excluded from the popular picks so nobody's counted twice. The existing network query is untouched: the new pool is a join on the (user_id, github_id) key.
  • Say why – starred_repositories_count is on every suggestion (web and /api/v1), and reasonFor puts it before the network/follower reasons. A small muted star sits in front of that reason, so it reads apart from the network ones at a glance.
  • Docs – knowledge base, export list, and a line in the privacy policy, since we now keep something new from GitHub. I moved PRIVACY_EFFECTIVE_DATE forward the same way feat: let organization members claim their page #1273 did.
  • Backfill – php artisan stars:import for people who are already signed in. Sessions are remembered, so most current members wouldn't hit the sign-in import for a long time. It works like follows:import, including stopping before it eats into the requests the rest of the app needs.
  • Refresh when they land – once the import has saved anything, it announces github-stars on the user's private channel, after the transaction commits. The sidebar picks its suggestions again (same round, replacing the rows, even when it had none), and onboarding's suggestions are a live prop on it, so stars that land after the follows, or after the page loaded, still show up.

Tradeoffs worth a look:

  • Forks aren't included. The issue mentions them, but the REST list of a user's repos doesn't include a fork's parent, so it'd cost one extra request per fork. Happy to add it later if you want it.
  • One-time snapshot, like the follow import. Stars added later don't come in. I went with "once" to stay consistent and keep the rate-limit cost predictable.
  • Someone has to run stars:import once after deploy for current members, the same as follows:import. It isn't scheduled.

Validation

Ran the same steps as tests.yml on an Ubuntu box, in Docker (PHP 8.5.12 with pcov, pgvector/pgvector:pg18, Node 26, Bun 1.4.3), rebased on production at 84c5496:

  • composer test:lint: passes
  • composer test:types: no errors
  • composer test:type-coverage: 100%
  • Pest in 4 shards with --parallel --processes=4: 5,809 passed
  • .github/merge-coverage.php: 14,524/14,524 lines (100%)
  • bun run test:unit: passes

New and updated tests:

  • tests/Unit/Services/GitHubProviders/HttpGitHubProviderTest.php, NullGitHubProviderTest.php
  • tests/Unit/Actions/CreateUserGitHubStarsTest.php, tests/Unit/Jobs/ImportGitHubStarsJobTest.php, tests/Feature/Commands/ImportGitHubStarsTest.php
  • tests/Unit/Queries/SuggestedUsersQueryTest.php (ranking, staying on the first page with a big network and popular picks across a week of daily shuffles, counts on network/popular rows, followed/muted/dismissed excluded)
  • tests/Feature/Controllers/Api/SuggestedUserControllerTest.php, SessionControllerTest.php, ExportControllerTest.php, tests/Unit/Actions/DeleteUserTest.php
  • tests/Unit/FollowState.test.tsx for the reason text

Visual evidence

Who to follow, signed in locally as local-dev on the seeded data. Both sides run against the same database: before is production at d99cd27, after is this branch. local-dev starred 1 repo of homenick-marty and 4 of rustacean-ana, a seeded member outside their network.

The visible change is the reason line: "You starred their repo" / "You starred 4 of their repos" with a star in front. The order differs because starred people now take turns with the network suggestions.

Device verification

Emulated only: headless Chromium (Playwright 1.49.1), 1440×1000 for desktop and 390×844 with touch for mobile, both at 2x. No real device. Nothing about the interactions changed, only the text under a suggestion, so there's no keyboard, touch or scrolling behavior to check.

Limitations

  • The github-stars announcement isn't replayed, like every other UsersUpdated: a tab that's offline when it fires keeps its list until the next "Suggest other people" or a new session.

Summary by CodeRabbit

  • New Features
    • “Who to follow” suggestions can include developers whose GitHub repositories you’ve starred, interleaved with developers followed by people you follow. Developers with more starred repositories are prioritized, and starring never follows anyone automatically.
    • On sign-in, the app imports owners of up to 300 recently starred repositories, excluding organizations. Developers who join later may become eligible after posting a commit; stars added later aren’t imported.
    • Suggestions show when a developer is recommended based on starred repositories and display the repository count.
    • Account exports include imported developers’ GitHub IDs and repository counts.
  • Documentation
    • Updated the privacy notice and export guidance to describe the GitHub stars data collected and included.

Merge Risk: Low · previous review 1f4f3

Private GitHub profiles receive no star-based suggestions, and the import is not retried. The limitation should be disclosed.

Security architecture risk: Low · up to 1f4f3

The new preference data is tied to the importing account, retrieval is bounded, and stars do not create follow relationships. The inspected changes do not establish a new privilege escalation or cross-account disclosure. Production queue coordination and operational rollback remain partly unverified.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The new persisted preference surface is owned by each importing account and feeds its suggestions and export. GitHub request capacity is shared across the application credential, so concurrent imports can affect other GitHub-dependent operations. Each execution is capped at three starred-list pages; the backfill command additionally reserves a 1,500-request floor.

Trust Boundaries and Controls

  • observed — The API suggestion controller uses the authenticated current user rather than a caller-selected preference owner. Web suggestions likewise use the request user. The starred query retains candidate exclusions and visible-commit filtering. Exports select the current user's rows and return private, no-store responses.

Resilience and Maintainability Implications

  • inferred — The completion check occurs before retrieval and outside the write transaction. Two in-flight imports can therefore insert different owner sets, with insertOrIgnore retaining their union rather than selecting one snapshot. The composite key prevents duplicate owner rows and the foreign key preserves account ownership, but neither serializes snapshot selection. No cross-account or privilege effect was established from this race.

Hardening Proposals

  • proposed — If production workers do not already coordinate GitHub quota, consider sharing a quota budget between sign-in imports and backfill processing. This would complement the per-import page cap and command-only reserve; it is a hardening proposal, not a verified quota-exhaustion finding.

Full details: Title check

Explanation

The title "feat: suggest developers whose repositories you starred on GitHub" names the main change. The PR adds GitHub-starred repository owners as suggestion candidates in "Who to follow", imports those owners at sign-in, and shows starred-repository reasons in the UI. The title is specific and matches the objectives and the changed files. It does not cover the export, deletion, or privacy-policy updates, which is acceptable.

Full details: Linked Issues check

Explanation

Issue #1335 asks to automatically follow, or at least suggest following, developers based on projects the user starred or forked on GitHub. The issue has no formal acceptance criteria. The minimum request is a suggestion path based on stars, and the PR implements it. The PR does not follow anyone automatically.

Implementation at head: HttpGitHubProvider::starredOwnerIds() reads users/{login}/starred and returns the IDs of owners of type User. CreateUserGitHubStars stores per-owner counts in starred_github_owners. It runs at sign-in through ImportGitHubStarsJob, and stars:import backfills existing members. SuggestedUsersQuery::get() builds a starred pool ranked by starred.repositories_count. It excludes starred owners from the popular pool. alternate() interleaves starred and network candidates. It removes network rows that also appear in the starred pool. A developer in both pools keeps the starred position. For that starred row, followed_by_following_count is computed directly by a correlated subquery, so the count does not depend on the network list limit. This resolves the reviewer dedup concern from the objectives. The API and UI expose starred_repositories_count through UserResource and reasonFor.

Forks are not implemented. The issue names forks as a second signal. The PR discloses this exclusion and gives the reason: the REST list does not include a fork's parent. The issue wording is an idea, not a fixed requirement, so this limit does not fail the stated minimum request. Unit test files were not re-read in this pass. The dedup verdict rests on the head query code.

Full details: Out of Scope Changes check

Explanation

Each changed area supports the star-based suggestion feature for #1335. The areas are: the GitHub provider and its shared pages() helper, the import action, job and command, the starred_github_owners and github_stars_imported_at migrations, the sign-in dispatch, the suggestion query and API resource, the who-to-follow UI and its tests, export and account deletion coverage, and the knowledge base. The PRIVACY_EFFECTIVE_DATE change and privacy text describe the new GitHub data this feature reads. The stars:import command follows the existing follows:import pattern for the same data. The pages() refactor is used by accounts() and starredOwnerIds(), so it supports this feature. No unrelated change appears in the summary or in the head query and provider code read in this pass.

Make the stars import unique per user.

Two sign-in requests can both pass the null-marker check before either ImportGitHubStarsJob updates the marker. Because the job is not unique, both jobs can call GitHub for the same import and consume duplicate API-request budget. The database key prevents duplicate owner rows, but it does not prevent duplicate GitHub work.

Could you keep developers who appear in both pools in the starred ranking?

In app/Queries/SuggestedUsersQuery.php:236, they're removed from $starred and left at their network position. I reproduced this with 29 higher-ranked network candidates: someone whose repos I starred appeared on the first page across seven days, then disappeared on all seven after one person I follow started following them.

That contradicts the guarantee that a large network won't bury starred developers. Please deduplicate in favor of the starred ranking and add coverage for someone who belongs to both pools.

@xHeaven Fixed in 31f22a1: dedupe now goes the other way, so someone in both pools keeps their place among the starred and drops out of the network list. They keep the network's row, so followed_by_following_count is still there for them.

Added a test for it: 29 network candidates ranked above a starred developer whom one person you follow also follows, and it checks they're on the first page exactly once on each of seven days, with both counts. It fails on the old code and passes now.

The starred query now counts it itself with the same subquery the network uses, instead of borrowing the network's row, so it's right however far down the network has them. The test now has 30 ranked above.

33-39: Minor · Stability & Availability · Quick win

Keep the rate-limit probe inside the existing exception boundary.

HttpGitHubProvider::rateLimit() uses throw(), so a failed GitHub response or connection can raise an exception before the existing catches. Move the probe and rate-limit check into the current try block so the existing 403/429 handling and per-user failure reporting also cover preflight failures.

@xHeaven Could you please review it again?

Organizations are left out since only people can be suggested. The page loop moves into its own helper so the starred list can reuse it without pretending repositories are accounts.
Imported once at sign-in, on its own job so it can fail without holding back the follow import. Only the last 300 stars are read to keep the rate limit in check. Owners who aren't on /dev/null yet are kept for when they join. The rows go out with the export and go away with the account.
They get their own pool next to the people your follows follow, taken in turns so a big network doesn't bury them, and they're kept out of the popular picks so nobody shows up twice. Every suggestion now carries how many of their repositories you starred, which the next commit uses to say why.
"You starred their repo" or "You starred 3 of their repos" comes before the network and follower reasons, since it's the most personal one. The count is in the API response too.
Covers it in the knowledge base and adds the starred owners to what the privacy policy and the export say we keep. The privacy effective date moves forward with it, as it did for org claims.
Sign-ins are remembered, so most current members would never hit the import otherwise. Works like follows:import: it stops before eating into the requests the rest of the app needs, and says when to run it again.

**Who to follow** suggests developers in the side column or within the log on smaller screens, each with the first line of their bio and why they are suggested (how many of their repositories you starred on GitHub, how many people you follow follow them, or their follower count). Follow from the icon next to each suggestion; for someone who already follows you, it follows back. The X icon marks a suggestion **Not interested**: that developer is never suggested to you again, without muting them, and the next suggestion takes their place. Follow buttons and dismissed suggestions also update in your other open tabs, keeping the other suggestions in place. Refresh for different suggestions, or use **… → Don't show again** to hide the block, with an immediate **Undo** option. Show or hide these suggestions in Settings → Appearance. Suggested developers must have a visible top-level commit. On profiles, suggestions prioritize the people that developer follows; on commit pages, they prioritize visible thread participants. Regular suggestions fill any remaining places. You can also follow back from the notifications list.

Regular suggestions also include the developers whose repositories you starred on GitHub, taking turns with the people your follows follow so they show up early, the ones you starred most first. Who owns your 300 most recently starred repositories is read once, when you sign in; repositories of organizations are left out. Developers who join later are suggested once they post a commit. Starring never follows anyone for you, and starring more on GitHub later does not carry over.

Document the public-data limit.

The import reads public GitHub stars. For a private GitHub profile, the endpoint returns no stars to the app, but the import is still marked complete. State these limits so affected users do not expect their stars to appear later. (raw.githubusercontent.com)

Review comment at @KNOWLEDGE_BASE.md at line 199:
Update the “Regular suggestions” documentation to clarify that the import reads
only publicly available GitHub stars; private-profile stars are not returned,
and the import is still marked complete, so those stars will not appear later
automatically.

The ranking fixes check out, including the count when someone falls beyond the network query’s limit.

Could you also refresh suggestions when the stars import finishes? app/Actions/CreateUserGitHubStars.php:48–52 saves the import without announcing it, while the sidebar’s suggestions are cached across visits.

I reproduced a late import: navigating Following → Latest kept the old list and reason text. Clicking “Suggest other people” then showed the star reasons.

Please announce completion after commit and make the client reload the relevant suggestions when it arrives, with coverage for an import finishing after suggestions have loaded.

@xHeaven Done in 6d19d96. Once the import has saved anything, it announces github-stars on the user's channel after the transaction commits. The sidebar picks its suggestions again on it (same round, replacing the rows, also when it had none yet), and onboarding's suggestions is now a live prop on it, which also covers stars landing after the follows import.

Coverage: the announcement after storing and none when nothing new is saved (LiveUpdatesTest), only the user hears it (CreateUserGitHubStarsTest), the onboarding listener, and in WhoToFollowRealtime.test.tsx an import finishing after the suggestions loaded, plus one with an empty list.
