feat: let org maintainers choose who can ping - #1293
Anyone in an org can ping everyone in it, and there was no way to stop that. In a big org a ping from anybody buzzes every member, so maintainers need a say.
Maintainers can now choose who can ping their org: everyone (the default, so existing orgs keep working as they do today), maintainers only, or nobody. The choice sits in the org's members dialog under the name field, and only maintainers see it.
When someone can't ping, the ping button in the composer is disabled and its tooltip says why: "Pings are off in this org" or "Only maintainers can ping this org". Each change is logged in the thread like a rename, for example "@octocat turned pings off", so members can see why their button stopped working.
Changes
conversations.pings_from is a new string column, everyone by default, cast to a new PingsFrom enum (everyone, maintainers, nobody).
Why it's needed: the choice has to be stored per org, and nothing we already keep can hold it.
Who sees it: everyone in the org, through the org thread payload, so the composer can disable the button. Only maintainers can change it.
When it's deleted: with the org's conversations row. It isn't data about a user, so DeleteUser and CreateExport don't change.
UpdateOrgPingsFrom updates it and logs a new pings_changed org event with the new value as the body. Choosing what's already set does nothing and logs nothing.
Web: PUT remotes/orgs/{org}/pings-from (OrgPingsFromController@update, UpdateOrgPingsFromRequest). API: the same path under the signed API (Api\OrgPingsFromController@update, UpdateApiOrgPingsFromRequest), next to the API's rename. Both are maintainers only: contributors get a 403, and outsiders and people with Remotes turned off get a 404, like rename. Unlike rename they skip PreventPostingInTimeout, like role changes, because the setting posts nothing the maintainer wrote, so a maintainer in a timeout can still turn pings off.
CreateOrgPingRequest and CreateApiOrgPingRequest now refuse pings the setting doesn't allow, with a 403 and the reason. Direct (one-to-one) pings don't change.
pings_from is in the org thread payload for the web and the API, next to role.
The web keeps it in the thread state. The dialog's select updates it straight away and puts it back if the server refuses. A thread poll that left before the choice can't put the old value back (pingsFromChosenAt), the same idea as the mute and pin versions. The composer works out the refusal with pingRefusalOf() from pings_from and the user's role, using the same rule as the requests.
KNOWLEDGE_BASE.md mentions the setting where it describes pings, maintainers and the API, so Tom answers questions about it correctly.
Things to look at:
The mobile app doesn't know about pings_changed yet, and it shows events it doesn't know as just the actor's handle. It also won't disable its ping button until it reads pings_from; until then the server's 403 is what stops the ping. I'll follow up in NativePHP/dev-null-app once this is merged.
In OrgThreadResource the members map moved out of the returned array. With one more key in the ThreadWithOrg shape, PHPStan lost the type of members after the ...$thread spread and reported offsets that "might not exist". Mapping it first keeps the types exact, with no ignores or @var overrides.
Most of the conversation-thread.tsx diff is re-indentation. The ping button is now wrapped in a span, as the voice note button already is, so its tooltip still shows while it's disabled.
Validation
Local, in a clone of this branch on PHP 8.5 and Postgres 18 with pgvector:
The full suite with pest --parallel --coverage --exactly=100.0 runs 4892 tests, all passing, at 100% total. Every file this PR touches is at 100%. That run was on the reviewed head before the last review round; that round added tests, route middleware and the knowledge base, but no app PHP lines. After it, the ping, pings-from and org controller tests plus ArchTest (77 tests) pass.
pest --type-coverage --min=100 is at 100%.
phpstan, rector --dry-run and pint --test pass.
Both tsc runs, vp fmt --check resources/ and vp lint pass. Lint's warnings are all in files this PR doesn't touch.
The JS unit tests pass: 212 node tests, plus the 747 vitest cases they run. One new case covers the stale-poll guard; it fails with the guard removed.
These ran through node_modules/.bin because bun isn't installed on this machine, with VITE_APP_NAME="/dev/null" as in .env.example.
CI hasn't run yet.
Visual evidence
All captures come from a local copy with seeded data, in Chrome through Playwright, signed in as the seeded maintainer and one of the org's contributors. The before shots are from production at the base commit with the same seed. Each size and theme ran on a fresh seed, so the thread only shows that run's changes. The "Edit with Herd" pill in the corner is Herd's local toolbar, not the app.

The composer row is the same before and after: wrapping the ping button in a span keeps its spacing, and the disabled button keeps its size.
Layout shift, measured with a PerformanceObserver for layout-shift, was 0 at every size and theme for: first load as the maintainer and as the contributor, opening the members dialog, choosing Maintainers only, and choosing Nobody. There were no console errors.
Device verification
No physical device or simulator. The 390x844 runs used Chrome's device emulation (isMobile, hasTouch), with Playwright clicks rather than touch events, so they say nothing about the on-screen keyboard, safe areas or touch handling on a real phone. In that viewport the dialog fits without sideways scroll, the select opens inside the screen and picks a value, and the disabled ping button keeps its size, so the composer doesn't move. On touch there's no hover, so the disabled button doesn't say why; the line in the history does, as with the voice note button.

Independent review
A separate review agent with no part in writing it reviewed it, read-only, against base 143808960e0fa2a8f5582826d2adf0f17763f7ba and head 3fd991d53b23790e640fbabc59e5f201ef0773b7, with the screenshots at e65a32551c585b80b6cb38b537be0f075ef08976.
First round, on head 2d59f2b8: CODE: FAIL, because KNOWLEDGE_BASE.md wasn't updated. It also raised a stale poll that could flip the select back, the timeout check blocking a maintainer from turning pings off, and a missing API test. VISUAL: PASS, after it looked at the before and after captures at all three sizes, in both themes.
All of those are fixed in 3fd991d5. Second round: CODE: PASS. VISUAL: PASS carried over, because the fixes change no markup or styles.
production has moved one commit since (5b5afe1a, a sitemap fix). It doesn't touch these files and merges cleanly.
Limitations
No real-device or simulator check, as above.
On touch screens the disabled ping button doesn't explain itself; the history line does.
The mobile app needs its own change to show the new event and respect the setting. Until then the server's 403 stops the ping there.
Summary by CodeRabbit
New Features
Organization maintainers can choose who may ping: everyone, maintainers only, or nobody. The setting is available in organization preferences and reflected in the conversation history.
Ping controls follow the organization’s policy, with clear explanations when a ping isn’t allowed.
Organization ping permissions can also be updated through the API.
Maintainers can now keep pings in an org to maintainers, or turn them
off, from the members dialog. The web and API ping endpoints refuse
pings the setting doesn't allow, the composer's ping button is disabled
with the reason, and each change is logged in the thread. The knowledge
base says so too.
Organization maintainers can set ping permissions to everyone, maintainers only, or nobody. The policy is stored and returned with organization threads, recorded as an organization event when changed, and enforced by web, API, and chat interfaces.

Summary
Policy data and thread responses database/migrations/*, app/Enums/*, app/Models/Conversation.php, app/Queries/ConversationThreadQuery.php, app/Http/Resources/OrgThreadResource.php, resources/js/types/conversation.ts
The migration adds pings_from, defaulting to everyone. The model casts it to PingsFrom. Organization thread responses include the policy, and event types include pings_changed.
Web and API endpoints allow maintainers to update the policy using validated values. Changed values are stored and logged; unchanged values do not create an event. Tests cover authorization, validation, event logging, and response data.
Enforce and display ping policy app/Http/Requests/Create*OrgPingRequest.php, resources/js/components/chat/{org,conversation-thread}.tsx, tests/Feature/Controllers/*OrgPingControllerTest.php
Ping requests are checked against the policy and the user’s organization role. The chat UI displays policy-change events, lets maintainers choose a policy, and disables pinging when the user is not allowed.
Client policy state and polling resources/js/lib/chat.ts, tests/Unit/RemotePreferences.test.tsx, tests/Unit/RemoteNotifications.test.tsx
The client applies policy changes locally, sends them to the update endpoint, and restores the previous value if the request fails. Poll responses that began before a local change do not overwrite that choice.
dev-null-sh/dev-null.sh#1162: Both PRs cover organization ping requests; this PR adds policy-based authorization to that behavior.
dev-null-sh/dev-null.sh#1187: This PR records ping-policy changes through CreateConversationEvent, which the other PR changes.

Merge Risk: Moderate · up to 3fd99
Rapid setting changes can leave an organization with an older ping permission than its maintainer selected. Order and reconcile updates before merging unless that risk is explicitly accepted.
Security architecture risk: Low · up to 3fd99
Server-side checks enforce organization membership, maintainer authority, and the selected ping policy. The main concern is overlapping settings changes: an earlier, more permissive choice can finish after a later restrictive choice. The impact is limited to the affected organization and requires maintainer-initiated changes.
Retained concerns
Low · security · inferred: Overlapping maintainer saves can persist an older, more permissive policy after a newer restrictive choice. The selector submits independent requests, while the server updates without a policy version or ordering check. Refreshing can reveal the resulting policy but does not restore the maintainer’s last chosen restriction.
Security review details
Security Blast Radius
observed — The policy governs notification-producing pings within one organization conversation. An authorized ping records a message and dispatches remote pushes to other participants. Changing one organization’s setting does not grant authority to change another organization’s setting; the update boundary checks the actor’s role in the route-bound conversation.
Security Findings and Attack Paths
inferred — A maintainer can select everyone and then nobody while both saves remain outstanding. If the earlier everyone request writes last, contributors remain able to ping despite the later restrictive selection. This newly introduced ordering risk requires authorized maintainer actions; it is not an unprivileged bypass of the persisted policy.
Trust Boundaries and Controls
observed — Both organization-ping routes bind to controllers with policy-enforcing FormRequests before invoking the shared delivery action. These requests evaluate membership, Remotes availability, and the persisted policy independently of client state. The composer’s disabled button is therefore advisory rather than the authorization boundary.
Resilience and Maintainability Implications
inferred — Successful saves refresh server state, and visible-thread polling provides subsequent reconciliation. However, each rejected save unconditionally restores its own saved previous value, so an older failure can overwrite newer displayed policy state until a successful poll. This affects confidence in the displayed control, not server-side enforcement.
Hardening Proposals
proposed — Serialize policy saves per organization and allow rollback only for the mutation that still owns the optimistic state. Where multiple clients may update concurrently, consider conditional or versioned writes with explicit conflict handling rather than implying last-selection ordering.

⚠️Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Read the validated value, and remove the permissive fallback.
pingsFrom() reads the raw input with $this->enum(). It then falls back to PingsFrom::Everyone when the value is null or invalid. rules() already requires a valid value, so the fallback is unreachable today. If the rules change later, a bad payload would silently reset the org to the most permissive policy. Read the validated value and fail on an unexpected one.
UpdateApiOrgPingsFromRequest::pingsFrom() has the same code. Apply the same change there.
Based on learnings: for a FormRequest, use validated data instead of raw input access such as $request->input() for validated fields.

Re-stamp the ping choice after the PUT succeeds, so polls that started before the commit keep it.
A thread poll that starts after the optimistic write but before the server commits can return the old pings_from. The guard in pollThread only protects polls that started before the choice. Polls that started after it take the server value.
The stale value is shown only until the next poll that starts after the commit. The server state is not affected.

Serialize organization policy updates and guard stale rollbacks.
setOrgPingsFrom sends overlapping PUT requests without ordering. If the earlier request commits last, the server stores the older policy. Its subsequent refreshOrg(org) can then update the selector to that unintended value. A latest-request rollback guard alone does not prevent this successful stale write.
Queue PUTs and refreshes per organization, while retaining the latest-request guard for failures.
