docs: 增加长耗时任务使用指南

• 新增长耗时任务中英文用户指南，提供可直接复制的阶段化任务话术
• 结合全局任务板说明任务总览、负责人、阻塞、审核和阶段成果
• 明确全局任务板、聊天任务清单、任务管理器和终端面板的职责边界
• 补充后台命令、管理员授权、恢复、定时任务与心跳的正确用法
• 在中英文执行监控页面增加入口链接

构建仍报告默认分支已有的 Linux 安装页 broken-anchor warning，本 PR 未新增 broken link。

English

Changes

• Add Chinese and English guidance for long-running tasks with copy-ready staged-work prompts
• Explain how to track owners, blockers, reviews, and artifacts on the Global Task Board
• Distinguish the Global Task Board, chat task list, Task Manager, and terminal panel
• Document managed background commands, elevation limits, recovery, scheduled tasks, and heartbeats
• Link the guide from both localized execution-monitoring pages
