…ontract#1728) Adds DATACONTRACT_BIGQUERY_LOCATION / DATACONTRACT_BIGQUERY_KMS_KEY_NAME and the server customProperties location / kmsKeyName, so datacontract test works on projects that enforce customer-managed encryption keys.
