The legacy runner groups were retired, so jobs that still target them never get a runner. Point these jobs at the groups that replace them. Co-authored-by: Isaac <no-reply@databricks.com>

The old group was retired, so these jobs never get a runner. They also depend on a runner configuration change that is tracked separately.
