Changes

Add @tharunbhuk-db, @pranshupand-db and @jonathanchang-db as co-owners of
/cmd/pipelines/ and /acceptance/pipelines/. @databricks/eng-deco-cli stays
the first owner on both rules.

Why

We own the SDP pipeline testing work in databricks pipelines (the test
command stack starting at #7297). With this change, the pipelines team can
review and approve scoped changes in these paths, and the CLI team does not
need to review each one. This follows the same pattern as #6894.

Tests

python3 tools/validate_codeowners.py and git diff --check passed.

This pull request and its description were written by Isaac.

Add tharunbhuk-db, pranshupand-db and jonathanchang-db as co-owners of
/cmd/pipelines/ and /acceptance/pipelines/.
